At present, China has built a main server and seven exchange servers (three in Zhejiang Province, one each in Sichuan, Anhui, Hunan, and Henan) and 10 exchange servers are under construction. The second is to provide free software. Five general logistics software, including general transportation, logistics bases, and containers, have been developed, and more than 3,900 companies have been promoted in Zhejiang Province. All small express companies, dangerous goods transport companies, and some leading logistics companies in the province have used common software and achieved networking. At the same time, it completed the transformation of nine major software interfaces such as warehousing, freight forwarding, and transportation in the country, and will soon launch the transformation of 15 software interfaces.
The third is to strengthen the integration of resources. The Center has established a logistics public application center for vehicle trade, industry information, cargo tracking and transportation credit, and has integrated nearly 15 logistics information operators. Comprehensively promote the “one-card†project in logistics parks, port areas, and customs supervision areas, and 14,532 vehicles install RFID (radio frequency identification) cards. The first is to reduce the redundant construction of informatization. At present, 3,900 free software application companies have already saved 200 million to 400 million yuan in informationization. If they are promoted to 10% of enterprises in the industry, they can save 1.6 billion to 3.3 billion yuan. If they are promoted to the whole country, they can save hundreds. 100 million yuan.
The second is to improve the efficiency of logistics production. By improving the level of informatization, it is possible to speed up the delivery of documents, reduce errors, and improve management efficiency; it can improve the efficiency of vehicle cargo transactions and cargo tracking, reduce the vacancy rate of trucks, and promote energy conservation and emission reduction. According to calculations, Zhejiang Province can thus generate an annual profit of 1.8 billion yuan, and the country can exceed 40 billion yuan.
The third is to reduce social logistics costs. After the full application of the platform, experts estimated that the total cost of social logistics as a percentage of GDP could be reduced by 0.1 percentage points. Zhejiang Province can therefore reduce its logistics costs by 2.1 billion yuan annually, and it can reduce 30 billion yuan nationwide.
What is the future direction of this platform? Dai Dongchang stated that during the “12th Five-Year Plan†period, the national transportation and logistics information sharing platform will comprehensively improve the platform’s information service capabilities and levels. It is estimated that by the end of the “Twelfth Five-Year Plan†period, the platform will integrate 500,000 logistics companies with more than 100,000 software users; and will realize the interconnection of 12 domestic ports (logistics parks) with Japan and South Korea’s port information systems and the service network to ASEAN and Other Asian countries extend.
