In recent days, restrictions on the use of electricity by enterprises have become increasingly stringent throughout the country. After the National Development and Reform Commission raised the price of industrial electricity in December 2011, the price of electricity for high-energy-consuming industries such as chlor-alkali was also increased in some areas. The “Zhejiang Power Grid Sales Tariff Table” published in December 2011 showed that the local chlor-alkali production electricity was increased by 0.073 to 0.078 yuan per kilowatt-hour. From December 2011, Zhuhai City adjusted the price of electricity for chloralkali production to 0.63 yuan/kWh. Some chlor-alkali enterprises that previously enjoyed preferential tariff policies not only did not enjoy preferential policies, but the increase in the price of electricity was still increasing. As a large consumer of electricity, domestic chlor-alkali enterprises are undoubtedly facing greater challenges.

“Now the price of electricity is rising, but the price of PVC is falling, and corporate profits have been squeezed very badly.” The head of the production department of Zhuzhou Chemical Group's PVC plant in Zhongnan Hunan told the reporter anxiously. All the electricity used in the plant is purchased. According to the current production scale of the plant, the price per kilowatt-hour is up by 3 cents. The company will increase the production cost by about 20 million yuan a year, but the profit of the plant in 2010 is only 10 million yuan. . At the same time, since 2011, the price of PVC has dropped from more than 8,000 yuan per ton to 6,100 to 6,200 yuan. Faced with the uncertainty of the market, the degree of difficulty of enterprises can be imagined. In an interview, the reporter noted that the enterprises that were significantly affected by the increase in electricity prices were mainly companies that purchased more electricity, and were mostly located in the central and eastern regions. Some enterprises had to maintain low-load production for a long time.

Tang Liang, technical manager of Shanghai Chlor-Alkali Chemical Co., Ltd., told reporters that after the increase in electricity prices, the company will increase its cost by almost tens of millions of yuan a year. “We do not have our own power plant, we can only buy power from the power grid, which is greatly affected. The current load of our PVC plant is very low. Although the 90,000 tons/year paste resin plant is still under construction, it is 350,000 tons/year universal. The resin device can only be opened to 50% to 60%." Tang Liang said.

For chlor-alkali enterprises with captive power plants, the situation is not optimistic.

“Now, selling chlor-alkali products is not as good as selling salt directly to make money!” said Jiao Bingsheng, deputy chief engineer of Zhonglan Jilantai Salt Chemical Group, told reporters. As a large consumer of electricity, the company's annual optoelectronic costs will cost more than 700 million yuan. After this increase in electricity prices, the company increased power consumption by 0.033 yuan per kilowatt-hour. Their calcium carbide, ion-exchange membrane caustic soda, sodium chlorate and other products, are both big consumers. 1 ton of sodium chlorate consumes 5,500 kWh, and 1 ton of calcium carbide consumes 3,400 kWh. “Don't underestimate this one thing. In fact, it is incredible. Although our company has two 130,000-kilowatt power plants, the cost is also very high. Now that companies are operating under capital preservation, and with very low profits, it is very uncomfortable.” Jiao Bingsheng Say.

Zhang Lanping, director of Hebei Shenghua Chemical Co., Ltd. chlor-alkali plant, told reporters that they use PVC for a total of 344 million kWh of electricity a year, of which 80 million kWh needs outsourcing. If only according to the NDRC's regulation of a kWh increase of 0.03 yuan, the company will spend more than 2 million yuan a year on electricity. "For chlor-alkali enterprises, this cent is too much. If you use all the electricity on the Internet, you will need to spend 12 million yuan more on one year's electricity. One ton of PVC resin will be used for the cost of 1,200 yuan. From 2011, In the second half of the year, the company will have to lose 5 or 600 yuan for each ton of resin it produces, so chlor-alkali companies must have their own power plants and calcium carbide plants, raw materials are not subject to market restrictions, and electricity is not affected by price increases. This kind of company can survive." Zhang Lanping said.

The reporters found that some chlor-alkali companies also said that the impact of rising electricity prices on them was not significant. Most of these companies have their own power plants, and most of them are located in the western regions where the cost of coal is low.

Bao Qingshan, director of Qinghai Salt Lake Industrial Co., Ltd. PVC plant, told reporters that they are self-generating online, so they have little impact on their production and use of electricity. The biggest effect of increasing the electricity price is that the price of calcium carbide, a raw material for producing PVC, will increase accordingly. Before the price of electricity was raised, enterprises purchased a lot of calcium carbide from Gansu and other places, and prices were temporarily unaffected by the rise in electricity prices. If you buy new calcium carbide, the price will increase.

Zhang Xinli, general manager of Xinjiang Tianye (Group) Co., Ltd., also stated that the increase in electricity prices has no effect on enterprises because they have 1.4 million kilowatts of thermal power plants and products include PVC, caustic soda, and calcium carbide slag cement. It is a complete circular economy industrial chain. Although many companies say that the benefits of 2011 are not good, their 2011 benefits have increased by more than 40% from 2010 to RMB 1.8 billion. Since Xinjiang's current coal prices are cheap, the most expensive plant prices do not exceed 200 yuan per ton. They can also produce calcium carbide themselves, and the cost is relatively low. However, he also stated that the increase in electricity prices has a great impact on pure PVC companies and calcium carbide companies. If there is no captive power plant, the cost will increase a lot.

Zhao Hushan, head of material supply for Shanxi Ruiheng Chemical Co., Ltd., told reporters that because of coal resources, they can generate electricity on their own, and the rise in electricity prices has little effect on them. “We have a coal mine, a coal washing plant, washed out coal cinder, and then converted it into electricity after power generation. The calcium carbide is sent to a PVC plant. The product produced by the PVC plant is transported to a rubber conveyor belt plant to produce a conveyor belt. We have returned to the coal mine to pull coal, which is a one-stop production. In addition, we also sell coal and sell electricity. Once each link increases its price, we will have other corresponding links to generate benefits," said Zhao Hushan.
