“With the implementation of various energy-saving and emission-reduction measures, the comprehensive energy consumption per unit of major energy-consuming products in the oil and chemical industry in the first half of the year has declined significantly,†said Sun Weishan.
According to the latest data, the comprehensive energy consumption per unit of added value in the petrochemical industry fell by 1.58% in the first half of this year, and the chemical industry decreased by 4.76%. The comprehensive energy consumption of some high-energy-consuming products per unit product continued to decline compared to the same period of last year. For example, the comprehensive energy consumption per unit of ethylene decreased by 2.81% over the same period of last year, the soda ash decreased by 6.51%, and the synthetic ammonia decreased by 2.32%.
“The petrochemical companies pay full attention to energy conservation and emission reduction. With the in-depth implementation of this work, specific policies have been introduced one after another. According to the person in charge, energy-saving management measures of key petrochemical energy-consuming enterprises, such as the enhancement of internal institutions and the matching of measuring instruments, have made great progress. This laid a solid foundation for the development of energy conservation work and also provided relatively reliable material conditions for completing the energy conservation goals set out by the National Development and Reform Commission's “Implementation Plan for Energy Use Status Report System of Key Energy-using Unitsâ€.
At the same time, in order to promote the industry's energy-saving and emission reduction work, the petrochemical association actively implements the energy consumption quota standards for key energy-consuming products. The success of the pioneer companies
"In the industry's energy-saving and emission reduction work, the rank-and-file companies have not scored well." Sun Weishan introduced.
As the largest marine chemical production and export base in the country, in 2007, Shandong Haihua Group realized a current value of 18.326 billion yuan in output value, and consumed 36.071 million tons of fresh water, including 34.27 million tons of fresh water, and 326.45 million tons of reuse water. The recycling rate was 90.5%, which was 0.1% higher than the previous year; the water consumption per million yuan was 18.7 tons, a decrease of 19.01% over the previous year; the water consumption per million yuan industrial added value was 103.75 tons, a decrease of 18.24% over the previous year. Compared with 2006, a total of 8.04 million tons of fresh water were saved in 2007.

In 2007, the amount of crude oil processed by the company was 3.3 times that of 1995, while the sewage discharge per ton of crude oil processed was reduced from 0.74 tons in 1995 to 0.07 tons, and the amount of new water taken per ton of crude oil was reduced from 1.1 tons in 1995. Energy conservation and emission reduction technology still lacks development
Although the petrochemical industry has achieved certain achievements in energy conservation and emission reduction, Sun Weishan stated that from the current situation, the industry is still faced with considerable pressure for energy conservation and emission reduction:
First, investment in high-energy-consuming products continues to grow faster. Both oil refining and ethylene are high energy-consuming products. If they do not develop, they will rely heavily on imports. However, the energy consumption of oil refining and ethylene accounts for about 20% of the entire industry.
The second is the rapid development of new coal chemical industry. Coal-to-petroleum, coal-to-methanol, and coal-to-dimethyl ether are all competing to develop coal chemical projects, thereby increasing pressure on the industry to save energy and reduce emissions.
Third, the industrial foundation is weak, energy consumption standards and energy consumption statistics systems are not perfect, and the basic situation of energy-saving and emission reduction of the entire industry cannot be counted. Sources of industry organization information also need the support of relevant departments.
Fourth, the development of practical energy-saving and emission-reduction technologies is still lacking, and there is still a considerable gap with developed countries such as Japan. The research, development and promotion of energy-saving and emission-reduction technologies also require further support from national policies. In May, the "National Key Energy Conservation Technology Promotion Directory (First Batch)" was published. The promotion of these technologies requires the follow-up of related preferential policies.
Fifth, the state has introduced support policies for energy conservation and emission reduction. However, there are still difficulties in implementation, and the assessment and certification work has not kept pace.
Sixth, the petrochemical industry still has some backward production capacity (backward equipment and process technology). The exiting countries of these production capacities still lack corresponding mechanisms.

Looking at the rapid development of China's petroleum and chemical industries in recent years, the pace of product structure adjustment has accelerated, but the proportion of high-energy heavy chemical industry is still high.
At present, the proportion of high value-added, low-energy-consuming fine chemical products in developed countries accounts for about 60% of the entire industry. In China, since the "Ninth Five-Year Plan" period, it has been proposed that the fine chemical industry rate should reach 45%. However, to date, this figure is still less than 40%.
It is not difficult to see that the structural adjustment of the petrochemical industry is still under great pressure. At present, it is imperative to accelerate the adjustment of product structure and achieve sustainable development of the industry. At the same time, practical energy-saving emission reduction technologies and equipment should be promoted as soon as possible to establish an effective mechanism for the withdrawal of backward production capacity and guide the friendly development of the industry.
