(8) If the driver does not engage in driving work (except for the vehicle management work) for 6 months to 1 year, he/she must continue to work as a driving driver and should be re-examined by the vehicle management department; those who have been in charge for one year or more should be re-evaluated.
2. Basic requirements for on-board loading and unloading personnel
(1) The number of persons approved by the plant traffic safety department shall not exceed.
(2) When carrying large and heavy cargo without the front and rear fences of the carriage, no passengers may be taken before or after the cargo.
(3) When the height of the load exceeds the compartment fence, no one shall be allowed on the goods.
(4) Do not sit on the compartment panel.
(5) Do not get on or off the vehicle until the vehicle has stopped.
(6) Any part other than the motor vehicle compartment or the trailer of the freight car, the trailer of the tractor, the battery car, the crane truck, the tanker, the flatbed truck and the tire-type special vehicle shall not carry people.
Second, the basic requirements for loading and transporting flammable, explosive, highly toxic and other dangerous goods
(1) Tankers loaded with liquid and gaseous flammable and explosive materials must be grounded with an electrostatic chain.
(2) Vehicles loaded with liquefied gas should have sun protection measures.
(3) Iron-bottomed vehicles shall not be used when loading sodium chlorate, potassium chlorate and primary flammable liquids in iron drums.
(4) Vehicles loaded with drugs should be cleaned and disinfected after use.
(5) It must not be mixed with other goods.
(6) The loading of flammable and explosive materials shall not exceed two-thirds of the cargo load, and the stacking height shall not be higher than the vehicle fence.
(7) Shipment of flammable, explosive and highly toxic substances must be approved by the factory traffic safety management department and the security department, and travel according to the designated route and time.
(8) It must be driven by a driver with 50,000 km and more than 3 years of safe driving experience, and a person familiar with the nature of dangerous goods and knowledge of safety protection should be selected as the escort.
(9) It must be transported by freight car, and it is forbidden to transport by car trailer and other motor vehicles.
(10) The vehicle should be equipped with corresponding protective and fire-fighting equipment according to the nature of the dangerous goods.
(11) Hazard signs must be inserted above the ends of the transporter's compartment.
(12) Install a flame arrester at the muffler of the truck exhaust pipe. The exhaust pipe of the special car for flammable and explosive cargo should be installed on the front side of the car and exhausted forward.
(13) Fireworks are strictly prohibited around the carriage.
(14) When two or more vehicles are being tracked and transported, the minimum distance between the two vehicles is 50 meters. No emergency braking is allowed during driving. Overtaking is strictly prohibited.
(15) The stopover should be chosen at a safe location. The driver and the escort must not leave the vehicle before or after the cargo has been unloaded.
Third, the basic safety requirements for motor vehicles
1. Speed ​​limit requirement
(1) Motor vehicles shall not exceed 30 km/h when driving on the main road of the infinite speed mark, and other roads shall not exceed 20 km/h.
(2) Speed ​​limit requirements for motor vehicles traveling at the following locations, sections or special circumstances:
1 At the crossings, intersections, loading and unloading operations, densely populated sections, downhills, warning signs or turning or turning, when the freight car carries dangerous goods such as inflammable and explosive, the maximum speed is no more than 15 km/h. .
2 When the visibility of icy, snowy, stagnant water and bad weather is less than 30 meters, the maximum speed is no more than 10 km/h.
3 When entering or leaving the factory, warehouse, workshop gate, parking lot, gas station, upper and lower ground, dangerous section, production site, reversing or towing damaged vehicles, the maximum speed is no more than 5 km / h.
4 Fire trucks, engineering rescue vehicles and ambulances are not subject to speed limits when performing missions.
2. Safety requirements when passing a motorway through a crossing
(1) Deceleration in advance.
(2) When someone is watching a crossing or an automatic signal crossing, it is necessary to "slow, see, and pass."
(3) When the railing of the crossing is laid down or the parking signal occurs, it must be stopped outside the parking line. If there is no parking line, it should be stopped 5 meters away from the outermost steel rail. It is strictly forbidden to pass the road.
(4) When passing the unattended crossing, it should be “one slow, two look, three pass”; if the line-of-sight condition is bad, it must be “one stop, two look, three pass”.
(5) When a railway locomotive or vehicle occupies an unattended crossing, the motor vehicle may not pass.
(6) When a motor vehicle malfunction is forced to stop at the unattended crossing, the driver should immediately get off to a safe place. The driver should take emergency measures to set the protection signal and make the vehicle open the tunnel as soon as possible.
(7) During the period when the motor vehicle frequently passes the unattended crossing, the employer shall send a temporary guard.
(8) Motor vehicles shall not drive within 2 meters of the rails of parallel railway loading and unloading lines.
3. Parking safety requirements
(1) Stop at a designated place or a place outside the effective road surface that does not obstruct traffic.
(2) Do not reverse the parking. When the driver leaves the vehicle, he should tighten the hand brake, cut off the circuit, and lock the door.
(3) Vehicles are not allowed to be parked in the following locations: within 20 meters from commuter stations, gas stations, fire garage doors and fire hydrants; from intersections, crossings, turns, tunnels, bridges, dangerous sections, ground scales and workshops, Warehouses, staff hospitals within 15 meters of the gate; longitudinal slopes greater than 5% of the section; when there is an obstacle on one side of the road, the opposite side of the opposite side of the length of the obstacle is within 20 meters.
4. Reversing safety requirements
(1) When reversing, the driver must first check the surrounding conditions and confirm the safety before returning. When reversing at a freight yard, factory building, warehouse, narrow road, etc., someone should stand on the driver's side behind the car.
(2) Motor vehicles are strictly prohibited from reversing or turning heads at crossings, bridges, tunnels and dangerous areas.
5. Other security requirements
(1) When a motorized vehicle enters a flammable and explosive area, a Mars Extinguisher or a flame arrester must be installed.
(2) For vehicles traveling in the same direction, the distance between the front and rear vehicles should be maintained at any time according to the speed of the vehicle, the road surface and the weather conditions.
(3) When driving on snow, snow and muddy roads, the tires should be equipped with anti-skid chains; drive slowly to avoid emergency braking; the distance between the two vehicles traveling in the same direction should be more than 50 meters.
Fourth, the basic safety requirements of the vehicle
(1) The vehicle must pass the inspection by the vehicle management authority, and receive the number plate and driving license to drive. For vehicles that are restricted to the factory, the relevant department shall issue the number plate and the driving license. The number plate and driving license are not allowed to be borrowed, altered or forged.
(2) The vehicle must be inspected according to the time limit prescribed by the vehicle management authority. If it fails to pass the inspection or the inspection fails, it is not allowed to drive.
(3) Brakes, steering gears, horns, lights, wipers and mirrors of motor vehicles must be kept fully operational. When driving, such as brakes, steering gear, horns, light failure or rain or snow wiper failure, stop, and set the “attention hazard” sign in the eye-catching area to repair.
(4) Large passenger cars should have means to send signals to the driver and switch the doors, and keep them in good condition.
