The "Three Guarantees" vehicle approach was discussed more than a decade ago. On December 30, 2004, the General Administration of Quality Supervision, Inspection and Quarantine announced the "Responsibility Regulations for the Repair, Replacement, and Return of Household Automobile Products (Draft)". The person in charge said: "This is already the eighth draft. When the AQSIQ commissioned the China Consumers Association to revise it and go through it again at the meeting, experts believe that it can basically take care of the Consumer Protection Law. The related content of the "Contract Law" can basically meet the requirements of protecting consumers, and therefore, after this draft is over, the drafting department, which is the legal department of the AQSIQ, finalizes it. It has been considered during the legislative process. In all aspects, the interests of all parties are on the basis of law."

However, in the six years, we have heard the relevant departments release the news almost every year that: The automobile "Three Guarantees" approach will be introduced at the right time. However, we do not know why this "machine" is so difficult to choose. What is even more strange is that on these days, relevant departments have again asked for opinions on documents that have been discussed for several years and have been basically finalized and sealed for several years. The so-called "three guarantees", the most intense reflection of consumers is actually the issue of returning automobiles. Judging from the resolution of disputes relating to automobile consumption in 2010 by various local associations for consumer complaints, it is extremely rare for consumers to successfully return their cars. The reason is that China has not introduced the “Three Guarantees” regulation for cars. For new cars with quality problems, car manufacturers often refuse to return the car under the excuse of “three guarantees” and only assume the responsibility for maintenance.

Last year, there were reports that a consumer had repaired more than 100 vehicles within two years. Manufacturers still stated that the quality of the relevant models and accessories were all according to the national standards when they were shipped from the factory. At present, there are no violations. Some consumers have said that they have been exhausted by the quality of the car and have been restless all day long. The family has also been plagued by contradictions in the quality of cars, which has seriously affected normal family life and work. This shows that the "Three Guarantees" vehicle has become a major factor affecting the harmony of society and the family.
