The constructors realized that “this area was poisonous”. The situation was promptly reported. The relevant department confirmed through on-site investigation that the plot was contaminated with pesticide chemicals and must stop construction immediately. After testing, the soil in the area contains a large number of chemical components such as hexachlorobiguanide and DDT that have been banned, such as organophosphorus and organochlorine pesticides. Their chemical characteristics are most prominent. They are difficult to degrade when buried underground for many years. After the news was disclosed, it caused a great uproar in Wuhan City. According to informed sources, the site originally belonged to Wuhan City Pesticide Factory, where production lasted for decades. In 2003, the pesticide plant was relocated after it was restructured. In the past century, the treatment methods for hazardous residues such as pesticide residues in the plant were basically buried on site and were only five or six meters away from the ground. During the two sessions of the Hubei Provincial Committee in 2009, the Provincial Department of Agriculture stated in the "Report on the Special Remediation of Waste Pesticides" submitted to the provincial government that "the management of waste pesticides is very serious." As of the end of last year, 55 cities and counties in the province had initially identified approximately 1,510 tons of waste pesticides accumulated in the past 30 years, including 450 tons of highly toxic, highly toxic, and high residual pesticides, which are still stored in waste warehouses around the country. The "Solid Waste Pollution Prevention and Control Law" promulgated in December 2004 is a special provision for the disposal of hazardous wastes. First, the legal concept and security awareness are weak. In recent years, many hazardous chemicals companies have adopted low-cost treatment measures for waste hazardous chemicals for efficiency and cost considerations, and have not conducted harmless disposal in strict accordance with relevant regulations. Some small and medium sized chemical product companies have neglected management during the conversion and reorganization, resulting in the outflow of production equipment and chemical hazardous waste. In order to make money, some acquisition stations ignore domestic laws and regulations and conduct illegal transactions. The reporter saw several waste recycling stations and waste trading markets in Wuhan. Some units that do not have business qualifications are willing to accept whatever scrap iron they contain. Some waste collection stations also have “secrets” for dealing with hazardous chemical waste. The owner of a waste recycling station in Zuoling Town, Hongshan District, Wuhan, said that he handled the chlorine cylinder by first drilling a small hole in the cylinder, then pouring water into it, diluting the chlorine gas, and opening the valve.
The second is management confusion. Some bosses engaged in waste management report to reporters that they are still confused. The scrapping, recycling, and use of hazardous chemical waste products are attributed to the environmental protection department, the safety production supervision department, or other departmental management. Sometimes many departments come to the door, and sometimes they don't care. The “three nos,” causing the lack of supervision of hazardous chemical waste products, caused the abandoned hazardous chemicals to be out of control. According to the provisions of the regulations on the safety management of hazardous chemicals, the safety supervision of hazardous chemicals involves various sectors such as trade, public security, industry and commerce, quality inspection, environmental protection, safety, transportation, and supervision. Therefore, the establishment of a unified and coordinated supervision mechanism and the formation of positive interaction between departments and information sharing are the fundamental guarantees for effective supervision.
The third is limited processing capacity. According to a survey conducted by the Wuhan Municipal Environmental Protection Bureau, there are 256 enterprises that produce hazardous waste in Wuhan, producing an annual output of more than 770,000 tons of hazardous wastes, involving 30 industries. Only 15 companies have the hazardous waste treatment and operation license in the city, and the comprehensive utilization rate of hazardous waste is only 23.91%. A large number of hazardous wastes that have not been treated are piled up or thrown away, causing serious pollution to drinking water sources and soil. According to estimates by experts, the cost for sorting, warehousing, trans-shipment, testing, and incineration per ton of waste pesticides is more than RMB 0.7 million. With the continuous increase of waste hazardous chemicals, special funds must be used for support.
According to report, in order to strengthen the disposal of waste pesticides, Hubei Province financed 3 million yuan last year as a special fund for disposal. At the beginning of August of the same year, nearly 200 people from 87 provincial and county pesticide management stations or agricultural administrative law enforcement teams participated in the training, and they packaged, collected, and transferred discarded pesticides by counties. Up to now, 906 tons of waste pesticides have been burned and disposed of. In January of this year, Hubei Province promulgated the opinion on strengthening the safety production of hazardous chemicals, and stipulated that starting from May 1, the construction, storage, and expansion of hazardous materials should be constructed within the special area planned according to law, and correspondingly improved. The conditions for enterprise safety access shall be established as soon as possible to establish a long-term safety production mechanism for hazardous chemicals.
