According to Tan Yukun, deputy secretary-general of the tire division of the China Rubber Industry Association, although the amount of products involved in the export to Argentina was only US$289.759 million during the investigation period from July 2008 to November 2009, members of the South American Community such as Argentina and Brazil The country’s market is highly correlated. According to Fan Feihua, deputy director of the legal department of the China Minmetals Chemicals Import and Export Chamber of Commerce, there are two ways to respond to anti-dumping lawsuits. One is the defense against damage and causation in the name of the industry, and the other is the company's independent non-dumping defense. Without damage defenses, if they can win, no anti-dumping tax will be levied on all Chinese tire companies. This is the best result. If the damage-free defense fails to succeed, companies that do not have a single dumping defense also have the possibility of obtaining a separate tax rate.

Xu Youming, legal manager of Hangzhou Zhongce Rubber Co., Ltd., said that anti-dumping in South Africa carried out harmless defense in the name of the industry, and obtained the best result without any anti-dumping tax on the tire industry. In the anti-dumping cases of Brazil and India afterwards, although the industry did not succeed in defending against damage, it had basically obtained the lowest individual tax rate because of the independent non-dumping defense.

To this end, business associations, lawyers, etc., all expressed the hope that companies could adopt the “two-legged walk” approach with no dumping defenses and no industry damage or causation defense.
